TITLE
Recommendation to authorize City Manager to execute an amendment to the Education Affiliation Agreement with Catholic Healthcare West Southern California, dba St. Mary Medical Center, for a period of two years with the option of executing additional extension amendments. (Citywide)

DISCUSSION
The City of Long Beach provides training for Fire personnel in approved health care programs requiring clinical experience such as, but not limited to, Emergency Medical Technician (EMT)-Basic and EMT-P paramedic training. St. Mary Medical Center has facilities suitable for the clinical training needs of these health care programs. In March 2002 the City entered into a formal affiliation agreement with St. Mary Medical Center. The current agreement expired in March 2006 and the City wishes to execute an additional amendment to continue this vital affiliation.

The purpose of the affiliation agreement is to clearly state the goals and objectives of the training program and to properly indemnify both parties. The City has a similar affiliation agreement in place with the Long Beach Memorial Medical Center.

City Council approval is being requested to authorize the City Manager to execute an amendment to the Education Agreement with Catholic Healthcare West Southern California (dba St. Mary Medical Center) for a period of two years with the option of executing additional amendments for the purpose of extending the Agreement.

This matter was reviewed by Deputy City Attorney Richard F. .Anthony on March 23, 2006 and by Budget Management Officer David Wodynski on March 27,2006.

TIMING CONSIDERATIONS
City Council action is requested on April 4, 2006 to ensure the agreement is in place to continue on-going training for City firefighters and paramedics.

FISCAL IMPACT
There are no costs associated with this agreement.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,

DAVID W. ELLIS
