TITLE
Recommendation to authorize City Manager to execute an Assignment Consent Agreement for Facility/Pipeline Permit No. P-181-94 and its supplements from Global Oil Production, LLC, to Warren E & P, Inc., in accordance with Section 15.44.220, Permit-Transfer, of the Long Beach Municipal Code.  (Districts 1,4,8)
 
DISCUSSION
Global Oil Production, LLC, is requesting consent to assign its interest in Facility/Pipeline Permit No. P-181-94 and its supplements to Warren E & PI Inc. The permit includes oil, waste water, gas and communications cables ranging in size from 4-inches to 6 5/8-inches1 with lengths that total 10,974.5 feet. The locations of the pipelines in City property are shown on the attached vicinity maps.
 
Since this is only a transfer of ownership with no use modifications, there will be no excavating involved as a result of this action. Liability insurance and bonding for faithful performance, as required by Section 15.44.220, Permit-Transfer, of the Long Beach Municipal Code, will be processed following City Council authorization of the consent for assignment.
 
This matter was reviewed by Deputy City Attorney J. Charles Parkin on February 27,2006.
 
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
 
FISCAL IMPACT
An estimated pipeline permit fee of $6,443 for the permit will be deposited annually to the General Fund (GP) in the Department of Public Works (PW).

Approve recommendation.
