TITLE
Recommendation to authorize City Manager to execute an agreement with the Southern California Coastal Water Research Project (SCCWRP), for a three-year term, to develop a Laboratory Intercalibration Program. (Citywide)
DISCUSSION
In order to meet the waste discharge requirements of the National Pollutant Discharge Elimination System (NDPES) Municipal Permit for Storm Water and Urban Runoff Discharges, the City must participate in regional storm water studies.
This agreement is proposed for the purpose of supporting a Southern California Model Monitoring Program and a related Laboratory Guidance Manual. The key focus of this agreement is to develop a Laboratory Intercalibration Program.
This three-year agreement is made between the County of Orange, the County of Los Angeles, the County of San Diego, the Ventura County Flood Control District, the Riverside County Flood Control and Water Conservation District, the City of Long Beach, the Regional Water Quality Control Board (Santa Ana Region), the Regional Water Quality Control Board (San Diego Region), the Regional Water Quality Control Board (Los Angeles Region) and the Southern California Coast Water Research Project (Parties).
The overall three-year project cost is currently estimated to be $60,000 with the City's share in an amount not to exceed $4,614.
This matter was reviewed by Deputy City Lisa Peskay Malmsten and Budget Management Officer David Wodynski on March 6,2006.
TIMING CONSIDERATIONS
City Council action on this matter is requested on March 14, 2006, to allow commencement of this project by SCCWRP.
FISCAL IMPACT
Sufficient funds are budgeted in the General Fund (GP) in the Department of Public Works (PW) to support this effort.
