Recommendation to request City Attorney, in conjunction with City Clerk and City Manager, to draft an ordinance to accommodate agenda changes relating to the Regular Agenda section.
 
DISCUSSION
Most every Tuesday there are agenda items that Councilmembers have not had adequate time to review, discuss, or be briefed by City staff. Not having enough time to familiarize ones self with issues that affect this Great City of ours is a disservice to our Citizens.  In order to give every Councilmember adequate time to familiarize themselves, review and be briefed, I request your support that no agenda item be voted upon by the Council until it has appeared on at least one prior Council Agenda under "New Business'' prior to the Council vote.  This would apply to ALL items presented by Council members and City departments. Items declared an urgency/emergency, consent calendar and second readings would be excluded from this recommended agenda change.
