TITLE
Recommendation to determine that the granting of Facility/Pipeline Permit No. P-231-05 to the Long Beach Community College District will not be contrary to the public interest; and authorize City Manager to issue said permit in accordance with Section 15.44.060, Permit-Issuance, of the Long Beach Municipal Code, for the installation of electrical conduits, telecom conduits, chilled water piping and water piping across Carson Street and Lew Davis Street west of Clark Avenue. (District 5)

DISCUSSION
The Long Beach Community College District (LBCC) has filed an application for
Facility/Pipeline Permit No. P-231-05, to install electrical conduits, telecom conduits, and
chilled water piping across Carson Street west of Clark Avenue and electrical conduits,
telecom conduits, chilled water piping and hot water piping across Lew Davis Street west of
Clark Avenue. The conduits and piping will service new building facilities on campus. The
route of the proposed conduits and piping are shown on the attached vicinity map.
The Department of Public Works has reviewed the application and found the proposed
conduits and piping to be compatible with existing installations and not an obstacle to any
street use or any known proposed developments. Traffic control requirements stipulated
by the Traffic and Transportation Bureau will be made a part of the special conditions for
the excavation permit. Because it is a governmental agency, LBCC is not required by the
Long Beach Municipal Code to file a bond or public liability insurance for this permit.
In conformance with the California Environmental Quality Act, a statutory exemption for this
installation was filed with the County Clerk. Deputy City Attorney J. Charles Parkin
reviewed this matter on November 28, 2005.

TIMING CONSIDERATIONS
[Timing Considerations]

(GP) in the Department of Public Works (PW).
