DISCUSSION
City Council approval is being requested to enter into a contract for furnishing and delivering rock, sand, and crushed aggregate base to repair, replace and maintain the City's facilities and for special projects. Departments participating in this contract include Gas and Oil, Harbor, Parks, Recreation and Marine, Public Works, and Water.

The bid was advertised on July 7, 2005, and eight potential bidders specializing in rock, sand, and crushed aggregate base were notified; one is a Minority-owned Business Enterprise (MBE), one is a Women-owned Business Enterprise (WBE), and none are Long Beach businesses. The bid document was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division's website at www.Ibpurchasinq.orq. A bid announcement was also included in the Purchasing Division's weekly update on Open Bid Opportunities, which is sent to 32 local, minority, and women's groups. Bids were opened on July 28,2005. West Coast Sand and Gravel of Buena Park, CAI was the lowest responsible bidder.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on June 28,2005 and Budget Management Officer David Wodynski on November 3,2005.

TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-02405 and award the contract concurrently is requested on November 22, 2005 to ensure that the contract is in place expeditiously.

FISCAL IMPACT
