TITLE

25 percent contingency amount, if necessary. (District 3)

DISCUSSION
The existing tie-rods supporting the Naples Island seawall have deteriorated resulting in
instability of the area behind the seawall. The required repair work includes installation
of 105 soil anchors, which will replace the existing tie-rods and stabilize the adjoining
property. This project has been coordinated with the Naples Island Association.
City Council adoption of the plans and specifications and award of contract to the lowest
responsible bidder are being recommended concurrently to expedite the project
implementation. The project was advertised for bids on September 16, 2005, and bids
were opened on October 12, 2005. Information regarding the bid and August
Construction, Inc., is shown on the attached contract awards document. Due to the
project's uniqueness, it is recommended that a 25 percent contingency be utilized for
unforeseen conditions.
This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on October
20, 2005, and Budget Management Officer David Wodynski on October 19, 2005. In
accordance with the California Environmental Quality Act, Categorical Exemption
Number CEP-50-05 has been issued for this project.


TIMING CONSIDERATIONS
City Council action on this matter is requested on November 1, 2005, to authorize
commencement of this Public Works project. Construction is anticipated to begin in
December 2005 and should take approximately 60 working days to complete.


FISCAL IMPACT
The contract award is for an estimated amount of $632,229, plus a 25 percent
contingency amount of $158,057, if necessary. Sufficient funds to cover the contract
