TITLE
Recommendation to adopt Plans and Specifications No. G-234 for gas main and service line replacement; and authorize City Manager to execute a contract with ARB, Inc. in an estimated amount of $6,669,672; increase appropriations by $6,669,672 in the Gas Fund (EF 301) in the Long Beach Gas and Oil Department. (Citywide)

DISCUSSION
The Long Beach Gas and Oil Department (LBGO) is beginning a six-year capital
improvement program to replace aging infrastructure for its natural gas utility. The work
will be done on various streets throughout the city and consists primarily of
reconstructing portions of the underground natural gas pipeline distribution system. This
recommendation is to cover funding of main and service line replacement for fiscal year
2006.
City Council adoption of the plans and specifications and award of the contract are
being recommended concurrently to expedite project implementation. The project was
advertised for bids on August 20, 2005 and bids were opened on October 12, 2005.

This matter was reviewed by Deputy City Attorney Richard Anthony and Budget
Management Officer David Wodynski on October 21, 2005. In accordance with the
California Environmental Quality Act, Categorical Exemption Number CEP-01-06 has
been issued for this project.


TIMING CONSIDERATIONS
City Council action is requested on November 1, 2005, to authorize commencement of
this LBGO project. Construction is anticipated to begin in December 2005 and should
take approximately 220 business days.


FISCAL IMPACT
The contract award is for an estimated amount of $6,669,672. There is no General
Fund impact, as this project relates to the Gas Fund (EF 301) and will be paid from the
commercial paper proceeds program that was approved by City Council on July 12,
2005.
