DISCUSSION
City Council approval is being requested to enter into a contract for the purchase of six
police certified motorcycles. Additionally, it is requested that the City Council approve the
option to purchase additional units at the same cost, provided that funds are available and
additional replacements are required.

In 2003, the City Council approved the transition from Kawasaki to BMW motorcycles
based on the improved safety features of the BMW unit, most importantly an antilock brake
system. As part of the City’s multi-year vehicle replacement plan, the Public Works
Department, Fleet Services Bureau, is requesting to purchase six replacement police
motorcycles, with an option of purchasing six additional units. The new motorcycles will
replace six frontline Kawasaki motorcycles manufactured in 1997 and 2000, ranging in age
from five to eight years old. The budgeted replacement cycle of police motorcycles is five
years. With the addition of the six units approved by this contract, all current motor patrol
officers will be equipped with a BMW motorcycle.

The bid was advertised on July 29,2005, and ten potential bidders were notified of the bid
opportunity; one is a Minority-owned Business Enterprise (MBE), none are Women-owned
Business Enterprises (WBEs), and none are Long Beach businesses. The bid document
was made available from the Purchasing Division located on the Plaza Level of City Hall
and the Division’s website at www.Ibpurchasinn.org. A bid announcement was also
included in the Purchasing Division’s weekly update of Open Bid Opportunities sent to 32
