DISCUSSION
The Community Development Department has been the recipient of State Department of Education Even Start Grant funds to establish and operate a Family Literacy Program since July 2000. The Program is conducted jointly with the Long Beach Unified School District’s Family Literacy Program Office.

The Program provides early childhood and literacy services to families throughout the community and links the programs at the Department’s Career Transition Center with the District’s Literacy Program efforts. Services include early child hood education, parent education, adult basic education, and enhanced parent and child time together.

Service elements are offered at the Long Beach School for Adults, the Career Transition Center, and at various Head Start locations throughout the community. The Program also provides books for participating families to create at-home libraries to encourage ongoing reading. Of the $82,500 grant, the District will utilize $162,500 to deliver direct program services to thirty families, and the Department will utilize $20,000 for grant oversight costs.

This letter was reviewed by Deputy City Attorney Everett L. Glenn on September 15, 2005, and Budget Management Officer David Wodynski on October 7,2005.
