TITLE

DISCUSSION
The City of Long Beach received an Urban Park and Recreation Recovery Program
(UPARR) grant from the National Park Service for the rehabilitation of the Silverado
Park Pool. The project includes the replacement of the roof; renovation of the locker
rooms, staff offices, the lifeguard/first aid station, the pool lobby and lifeguard/staff
areas; and re-plastering and re-tiling of the pool.

City Council adoption of the plans and specifications and award of the contract to the
lowest responsible bidder are being recommended concurrently to expedite project
implementation. The project was advertised for bids on April 23, 2005 and bids were
opened on May 25, 2005. Based on the information received, Surinder M. Manaktala,
DBA SA1 Power Development, has been determined to be the lowest responsible
bidder. It is therefore recommended that the City Council award a construction contract
to him. Information regarding SA1 Power Development is provided on the attached
contract award sheet (see attachment).


TIMING CONSIDERATIONS
City Council action on this matter is requ sted on July 12, 2005 to authorize
commencement of this Public Works project. Construction is anticipated to begin in
August 2005 and should take approximately 10 months to complete.


FISCAL IMPACT
The contract award is for an estimated amount of $2,085,000. The award amount may
be increased by a contingency factor of up to 15 percent or $312,750, per the standard
Specifications for Public Works Construction ("Green Book) that has been adopted by
