TITLE
Recommendation to adopt Plans and Specifications No. R-6526 for the improvement of 7th Street between Junipero Avenue and Redondo Avenue; and authorize City Manager to award the contract to Sully-Miller Contracting Company, in an estimated amount of $919,420, and execute all necessary documents related to the contract. (District 2)

DISCUSSION
The pavement on 7th Street between Junipero Avenue and Redondo Avenue is in need
of rehabilitation. The rehabilitation work consists of replacing damaged curbs and
gutters, trimming and root pruning trees, constructing bus pads, cold milling, resurfacing
the pavement and installing new pavement markings.

City Council adoption of the plans and specifications and award of the contract to the
lowest responsible bidder are being recommended concurrently to expedite
implementation of this project. The project was advertised for bids on May 14, 2005,
and bids were opened on June 8, 2005. It is recommended that the City Council award
a construction contract to Sully-Miller Contracting. Information regarding Sully-Miller
Contracting Company is provided on the attached "Recommended Contract Award"
sheet.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on June 21,
2005, and Budget Management Officer David Wodynski on June 23, 2005. In
accordance with the California Environmental Quality Act, Categorical Exemption No.
CEP-627-02 has been issued for this project.



TIMING CONSIDERATIONS
City Council action on this matter is requested on July 12, 2005, to authorize
commencement of this Public Works project. Construction is anticipated to begin in
October 2005 and should take approximately 35 working days.



FISCAL IMPACT
The contract award is for an estimated amount of $919,420. Sufficient funds to cover
the contract are budgeted in Capital Improvement Program Project No. PW5061 in the
Transportation Fund (SR 182) in the Department of Public Works (PW). The funding
source is Proposition C monies.
