TITLE
Recommendation to adopt Specifications No. PA-01805 and award contract to West-Lite Supply for the purchase of lamps and lighting fixtures in the estimated amount of $125,000 for the period commencing July 15, 2005 for one year, with the option of renewing for two additional one-year periods, at the discretion of the City Manager. (Citywide)

DISCUSSION
City Council approval is being requested to enter into a Citywide contract for furnishing
and delivering iamps and lighting fixtures.
The Public Works, Parks, Recreation and Marine, Fire, Harbor, Health, Library, Police,
and Water Departments require lamps and lighting fixtures on an annual basis to
support the City’s ongoing needs.

On May IO, 2005, sixty-three potential bidders specializing in lamps and lighting fixtures
were notified; eleven are Long Beach businesses, three are minority-owned Business
Enterprises (MBE) and ten are Woman-owned Business Enterprises (WBE). The bid
was advertised on May 12, 2005. The bid document was made available from the
Purchasing Division located on the Plaza level of City Hall and the Division’s website at
www.Ibpurchasinn.org. A bid announcement was also included in the Purchasing
Division’s weekly update on Open Bid Opportunities sent to 32 local, minority, and
women’s groups. Bids were opened on May 26, 2005. West Lite Supply of Cerritos,
California was the lowest responsible bidder.

This matter was reviewed by Deputy City Attorney Donna F. Gwin on May 6, 2005 and
by Budget Management Officer David Wodynski on June 27,2005.


TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-01805 and award the contract
concurrently is requested on July 12, 2005 to ensure that a contract is in place
expeditiously.


FISCAL IMPACT
The cost of this contract, in the estimated amount of $125,000 annually, is budgeted
