TITLE
Recommendation to adopt Specifications No. PA-02005 and award contract to Lake Chevrolet for furnishing and delivering three police Chevrolet Suburbans in an amount not to exceed $116,592, including tax. (Citywide)

DISCUSSION
City Council approval is being requested to enter into a contract for the purchase of
Chevrolet Suburban vehicles as part of the City's multi-year vehicles replacement plan.
The new Suburbans will replace three older units built in 1999. Once these units are
delivered, they will require additional outfitting to be utilized as canine (K-9) police units.
The budgeted replacement cycle of large K-9 units is four years. These units are used
on a daily basis and are available 24 hours a day, 7 days a week.

The bid was advertised on May 12, 2005, and ten potential bidders were notified of the
bid opportunity; one Minority-owned Business Enterprise (MBE), one Women-owned
Business Enterprise (WBE), and four Long Beach businesses. The bid document was
made available from the Purchasing Division located on the Plaza Level of City Hall and
the Division's website at www.lbpurchasing.orq. A bid announcement was also included
in the Purchasing Division's weekly update of Open Bid Opportunities sent to 32 local,
minority, and women's groups. Bids were opened on March 24, 2005. Lake Chevrolet,
of Lake Elsinore, CA, was the lowest responsible bidder.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on April 25,
2005 and Budget Management Officer David Wodynski on July 1,2005.


TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-02005 and award a contract is
requested on July 12, 2005 to expedite the purchase of these vehicles. The cut-off date
to order the 2006 Chevrolet Suburbans is July 15, 2005.


FISCAL IMPACT
The cost of this contract in the estimated amount of $116,592 is budgeted in the Fleet
Services Fund (IS 386) in the Department of Public Works (PW).
