TITLE
Recommendation to adopt resolution authorizing the application for the 2005/2006 Used Oil Recycling Block Grant Application and implementation.  (Citywide)
 
DISCUSSION
The California Integrated Waste Management Board (CIWMB) provides block grants to
local jurisdictions for the purpose of collecting and promoting used motor oil and used
motor oil filter recycling. Funds are allocated on an annual basis at a rate of
approximately $0.27 per capita. This will be the City's eleventh Used Motor Oil Block
Grant. The period of the grant runs from July 1, 2005 through June 30, 2008. The
CIWMB requires a resolution of the City Council authorizing the grant application.
 
In the past, the City has used grant funds to promote used oil recycling through various
advertising and media outlets such as: newspaper advertisements, video productions,
brochures, refuse truck signs and unique giveaways distributed at Citywide events, as
well as helping to support our residential motor oil recycling effort. This year, grant
activities will include promotion of motor oil filter recycling.
 
This item was reviewed by Deputy City Attorney Lisa Malmsten on May 26, 2005 and
Budget Management Officer David Wodynski on June 13,2005.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on June 21, 2005, to meet the grant
deadline.
 
FISCAL IMPACT
The City of Long Beach will receive approximately $124,897 to continue funding for
motor oil recycling activities. This amount will be deposited in the RefuselRecycling
Fund (EF 330) in the Department of Public Works (PW). Matching funds are not
required.
