TITLE
Recommendation to adopt Specifications No. PA-01405 and award contract to Aramark Correctional Services, Inc. for the purchase of frozen meals and food services in the estimated amount of $350,000 for the period commencing June 1, 2005 for one year, with the option of renewing for two additional one-year periods. (Citywide)

DISCUSSION
City Council approval is requested to enter into a contract for the purchase of frozen
meals and food services for the City of Long Beach jail inmates. The start of this
contract will be the initial year that frozen food will be served to inmates. Previously, the
inmates were served meals prepared by jail staff. During the refurbishing of the Public
Safety building, the Police Department contracted for hot meals. . Since the
refurbishment, the Police Department decided to change from contracting for hot meals
to procuring frozen meals to be heated. The department purchased two convection
ovens to heat the frozen meals once they are on site. Providing food in this manner will
result in an estimated cost savings of $295,650 annually for the Police Department and
still meet the nutritional requirements as mandated by the State of California under
Title 15.

On March 3, 2005, seven potential bidders specializing in food services were notified of
the bid opportunity; none are Minority-owned Business Enterprise (MBE), none are
Women-owned Business Enterprise (WBE), and two are Long Beach businesses. The
bid was advertised on March 3, 2005. The bid document was made available from the
Purchasing Division located on the Plaza Level of City Hall and the Division’s website at
www.lbwrchasinq.orq. A bid announcement was also included in the Purchasing
Division’s weekly update of Open Bid Opportunities sent to 32 local, minority, and
women’s groups. Bids were opened on March 24, 2005. Aramark Correctional
Services, Inc., of Oakbrook Terrace, IL (with an office located in Santa Ana, CA), was
