TITLE
Recommendation to request City Attorney to perpare a resolution opposing the Governor's proposed cuts to the In-Home Support Services Program.
 
DISCUSSION
Governor Ronald Reagan created the In-Home Supportive Services program in
1973. The program enables seniors and people with disabilities to live independently
at home, rather than being force into nursing homes. Through the
program, caregivers provide personal care services such as feeding, bathing,
dressing, house cleaning, laundry and grocery shopping.
Over 380,OO elderly and disabled California residents rely on the In-Home Support
Services program. Among these are over 7,000 Long Beach residents who
benefit from these services. Additionally, the IHSS program serves as an alternative
to much more costly and less desirable institutionalization. The estimated
state's monthly cost for an IHSS case is $1,800 compared to $2,400 monthly
costs for an intermediate care facility.
 
Many recipients rely on home care for their daily survival. The quality and
integrity of the IHSS system is dependent upon attracting and retaining a
qualified and skilled work force.
