DISCUSSION
Each year the City receives a formula allocation of Workforce Investment Act (WIA)
funds from the State Employment Development Department (EDD) to deliver workforce
development services to residents and businesses in the local workforce investment
area consisting of Long Beach and Signal Hill. The Workforce Development Bureau
provides an extensive array of services to residents and businesses through the Career
Transition Center (CTC), the Youth Opportunity Center (YOC) and selected subcontractor
agencies.
Services at the CTC are available for economically disadvantaged adults and workers
dislocated by business closures or mass layoffs. Customers can utilize self-service
resources, or if eligible, intensive and/or training services. Other services available
include group or one-on-one job search preparation and assistance services, skills
remediation, vocational training, in-depth "soft-skills" workshops, personal and
vocational counseling, case management, vocational assessment, and supportive
services.
Services for in-school and out-of-school youth are provided through the YOC and
include work experience, drop-out prevention activities, gang prevention activities,
tutoring, study skills training, basic skills remediation, academic enrichment, internships,
job shadowing, occupational skills training, post-secondary preparation, leadership
development, guidance counseling and supportive services.
