DISCUSSION
As part of its commitment to provide clean, safe, and enjoyable recreational boating and beach activities in California, and preserve and protect the California shoreline, the
State of California, Department of Boating and Waterways, offers grant funds to cities, counties, districts, and other public and private agencies through various programs. One of the grant programs offered by DBAW provides funds for beach erosion control. This grant can be used to purchase heavy equipment necessary for the maintenance of our beaches. The City has been providing clean and safe beaches for the citizens of California for over 50 years. City employees, using City equipment, have performed the vast majority of this work. During recent years, equipment acquisitions have been
postponed due to budgetary restrictions, which has left the City's beach maintenance operation with aging equipment. As a result, equipment downtime has increased, hampering the City's ability to provide the public with a clean, well-maintained beach. In discussions with DBAW, staff was requested to submit a grant for the City to purchase a 10-yard dump truck, an all-wheel drive 7810 tractor, and a fast trac JCB tractor. In addition, staff has presented DBAW with a codbenefit analysis for review and possible funding for these purchases.
