TITLE
Recommendation to authorize City Manager to execute a contract between the City of Long Beach and the Long Beach Community College District, in the amount of $393,856, to provide services for the Construction Apprenticeship Pathways Project for the period of March 1, 2005 through March 30, 2007, and any subsequent time-only extensions as needed to complete the contract; and increase appropriations by
$393,856 in the Community Development Grant Fund (SR 150) in the Department of Community Development (CD). (Citywide)
DISCUSSION
In collaboration with the City's Workforce Development Bureau, the Long Beach
Community College District (LBCCD) responded to a State Employment Development Department 15 Percent Governor's Discretionary Grant solicitation with an application for the Construction Apprenticeship Pathways (CAP) Program. The Governor announced in a press release dated March 22, 2005, that LBCCD was one of 13 awardees for a grant of $799,636. LBCCD is the grant recipient and is contracting with the Workforce Development Bureau to provide services under the grant.
This 15 Percent Discretionary Grant extends funding for a project previously approved by the City Council on March 22,2005. That Council letter is attached as Exhibit "A," It will provide training in construction trades for an additional 200 at-risk young adults, 18-24 years of age. The program addresses the unmet needs of individuals with significant barriers to employment and local industry hiring needs.
Workforce Development will receive $393,856 of the award to provide services that include orientations, assessment, academic enrichment, career development workshops, job placement, supportive services, and follow-up services. The LBCCD will provide the pre-apprenticeship training at the Pacific Coast Campus, which will consist of eight training cycles, each ten weeks in length with 25 students per cycle. Included in the curriculum is computer training and basic math skills development. The training prepares participants for immediate, entry-level employment in construction occupations including carpentry, iron working, cement masonry, operating heavy equipment, pipe driving, electrical construction and environmental procedures.
This letter was reviewed by Deputy City Attorney Everett L. Glenn on April 14,2005, and Budget Management Officer David Wodynski on April 6,2005.
TIMING CONSIDERATIONS
City Council action is requested on May 17, 2005 to facilitate processing of the required documents.
FISCAL IMPACT
The funds for this project have not been budgeted, therefore, an appropriation increase of $393,856 is requested in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD). The appropriation increase is included in the recommended action. There is no impact to the General Fund.
