TITLE
Recommendation to adopt Plans and Specifications No. R-6624 for the Americans with Disabilities Act (ADA) improvements at El Dorado Park West Phase 5; and authorize City Manager to award contract to Caltec Corp., in the amount of $129,350, and execute all necessary documents related to the contract. (District 5)

DISCUSSION
The Americans with Disabilities Act (ADA) requires the modification and/or removal of
physical and architectural barriers and features in existing facilities to make City
programs, services and activities accessible. The ADA improvements at EI Dorado
Park West Phase 5 include: replacing the main entry door, renovating the restrooms
and installing ADA signs at the Parks, Recreation, and Marine Department's
Administration Headquarters; replacing the drinking fountain replacing and/or
retrofitting a new door, and installing new emergency lighting in the Teen Center; and
renovating the restroom and installng ADA signs in the free standing Exterior
Restrooms.

City Council adoption of the plans and specifications and award of the contract to the
lowest responsible bidder are being recommended concurrently to expedite project
implementation. The project was advertised for bids on February 25, 2005 and bids
were opened on March 23, 2005. It is recommended that the City Council award a
construction contract to Caltec Corp. Information regarding Caltec Corp. is provided on
the attached Contract Awards sheet. It is also recommended that City Council
authorize a contingency amount equal to 15 percent of the base contract award in
accordance with current policy.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on April 13
2005 and Budget Management Officer David Wodynski on April 19, 2005.
