TITLE

DISCUSSION
The Police Department is requesting a contract to continue furnishing inmate telephone
services at the Long Beach City Jail , revenues from which will benefit the Prisoner
Welfare Fund.

A contractor was sought through a competitive Request for Proposal (RFP) process.
The bid documents were available from the Purchasing Division located on the Plaza
Level of City Hall and on the Purchasing Division website at ww.lbpurchasinq. orq

Forty-seven potential bidders were notified. Of those forty-seven , only four submitted
proposals. None of the submittng vendors were Minority-owned Business Enterprises
(MBE) and none were Women-owned Business Enterprises (WBE).

The bid from Inmate Communications Corporation provided the highest return with TNetix,
Inc. (T-Netix) offering the next highest. Based on the Department's past
experience with T-Netix, their quality of service , and the stability of the corporation , TNetix
was selected.

This matter was reviewed by Deputy City Attorney Richard Anthony on April 26, 2005
and Budget Management Officer David Wodynski on April 25, 2005.


TIMING CONSIDERATIONS
City Council action is requested on May 3, 2005 to ensure that the new contract for
furnishing and delivering inmate phone services is started as soon as possible due to
the expiration of the Verizon contract, which currently furnishes phone services.


FISCAL IMPACT
There will be no fiscal impact on the City budget, as there are no contractual costs
associated with this service. Forty-one percent of all revenue generated from this
activity will be paid to the Long Beach Police Department (PD) and placed into the
Prisoner Welfare Fund to finance purchases that benefit the welfare of the inmates.
