Discussion
The State Budget Act for Fiscal Year 2000-2001 allocated $3,500,000 to the City of Long Beach for installing water pollution traps into storm drains within the City. This project involves the construction of a Vortex Separation System (VSS) unit at the discharge of the 42-inch storm drain tributary to Pump Station S012. The VSS pollution trap will capture and remove trash and debris prior to entering the pumps, thereby significantly reducing trash and debris discharged into the Los Angeles River.

The project includes construction of the storm drain VSS pollution trap device, excavation, shoring, bracing, ground water sampling, repair of chain link fences/gates, a one year VSS monitoring program, and all necessary accompanying work. This project is the second to include construction and monitoring program of a VSS pollution trap. Due to the project's uniqueness, it is recommended that a 25 percent contingency be utilized for unforeseen conditions.

City Council adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently to expedite the project implementation. The project was advertised for bid on March 19, 2004, and bids were opened on April 14, 2004. It is recommended that the City Council award a construction contract to PPC Construction, Inc. Information regarding PPC Construction, Inc., is provided on the attached "Recommended Contract Award" sheet.

This matter was reviewed by Deputy City Attorney Donna F. Gwin on April 19, 2004 and by Budget Manager Michael Killebrew on April 19, 2004. In accordance with the California Environmental Quality Act, Categorical Exemption Number CEP 42-02 has been issued for this project.
