DISCUSSION
City Council approval is being requested to enter into contracts for furnishing and delivering paint, marine paint and supplies for the Departments of Airport, Development Services, Fire, Gas and Oil, Harbor, Library, Parks Recreation and Marine, Public Works and Water, with Vista Paint Corporation and Sherwin Williams Company.  These contracts are utilized on an as-needed basis to provide paint and related supplies for numerous City properties, including public restrooms, City facilities, libraries and other miscellaneous needs.  By awarding contracts to two vendors, the City is ensuring availability and quick turn-around to maintain service continuity.  
 
The bid was advertised in the Press-Telegram on October 10, 2013, and 2,940 potential bidders specializing in paint, marine paint and supplies were notified of the bid opportunity. Of those bidders, 21 downloaded the bid via our electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing.  A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women-owned business groups.  Two bids were received on October 24, 2013.  Of those two bidders, none were Women-owned Business Enterprises (WBEs), none were Minority-owned Business Enterprises (MBEs), one was a certified Small Business Enterprise (SBE), and one was a Long Beach business (Local). Vista Paint Corporation, a Long Beach-based business (Local and SBE), and Sherwin Williams Company, of Signal Hill, CA (not an MBE, WBE, SBE or Local), were the lowest responsible bidders.
 
 
Local Business Outreach
 
In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the Bids Online database to download the bid specifications. Through outreach, 282 Long Beach vendors were notified to submit bids, of which two downloaded and one submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
 
This matter was reviewed by Deputy City Attorney Amy R. Webber on April 1, 2014 and by Budget Management Officer Victoria Bell on April 7, 2014.
 
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. ITB LB-14-009 and award contracts concurrently is requested on April 22, 2014 to ensure that the contracts are in place expeditiously.
 
FISCAL IMPACT
The cost of these contracts is an annual combined contract amount not to exceed $200,000 and is budgeted in various funds and departments.  The award of these contracts will provide continued support to our local economy by assisting in the preservation of employment for two full-time employees residing in Long Beach.
