TITLE
Recommendation to authorize City Manager to execute quitclaim deeds to Long Beach Unified School District in order to convey the City’s interest in current water line easements at the recently demolished Cecil B. DeMille Middle School, and accept new easements at the newly constructed Ernest McBride, Senior High School, located at 7025 East Parkcrest Street. (District 5)

DISCUSSION
The Long Beach Unified School District (District) has completed the relocation of Long Beach Water Department water lines at the newly constructed Ernest McBride, Senior High School, located at 7025 East Parkcrest Street. This site was formerly Cecil B. DeMille Middle School. The relocation was required as part of the new school construction, and was completed with the oversight and approval of the Long Beach Water Department. The former water lines, located within City of Long Beach (City) easements on District property, need to be quitclaimed to the District and new easements need to be dedicated by the District to the City in order to reflect the new locations. The District is requesting that all existing water line easements at this location be quitclaimed and new easements be dedicated that reflect the new locations of these lines. The easements to be dedicated are shown on attached Exhibit A, and the easements to be quitclaimed to the City are shown on attached Exhibit B.

The customary investigation was conducted involving public utilities and interested City departments, and there were no objections to the proposed quitclaims or grants of easement. In conformance with the California Environmental Quality Act, the District adopted a Negative Declaration for this project on January 25, 2010.

This matter was reviewed by Deputy City Attorney Linda Vu on March 3, 2014 and by Budget Management Officer Victoria Bell on March 4, 2014.
