DISCUSSION
The City of Long Beach has historically used consultants on an as-needed basis to provide professional civil engineering design services for various on-call projects. The services are required to provide expertise not available from City staff, and to allow the Department of Public Works to react quickly to unplanned and unforeseen needs. Existing as-needed consultant contracts related to the professional design services and specialized expertise will expire this year and are not eligible for renewal. A Request for Proposals (RFP) process was conducted in accordance with Administrative Regulation 8-4, "Selecting Professional Services," to secure these professional services.
 
The RFP was advertised in the Press-Telegram on September 25, 2013, and 4,177 potential bidders specializing in street design consulting services were notified of the RFP opportunity. Of those proposers, 195 downloaded the RFP document via our electronic bid system. The RFP document was made available from the Purchasing Division, located on the seventh floor of City Hall and the Division's website at An RFP announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women's business groups. There were 23 proposals received on
 
October 23, 2013. Of those proposals, two were Disadvantaged Business Enterprises (DBEs), two were Minority-owned Business Enterprises (MBEs), two were Women-owned Business Enterprises (WBEs), nine were certified Small Business Enterprises (SBEs), and one was a Long Beach business (Local).
 
An Evaluation Committee reviewed the written proposals and evaluated each firm on the following criteria: demonstration of competence, experience in performance of comparable engagements, reasonableness of cost, expertise and availability of key personnel, financial stability, and conformance with the terms of the RFP. Twelve firms were selected to move on to the interview phase of the evaluation, and the following six firms were recommended by the Committee as having the expertise that will best meet the City's needs:

• Kreuzer Consulting Group
• Onward Engineering, Inc.
• Psomas, Inc.
 
Local Business Outreach
 
In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts. The Purchasing Division assists businesses with registering on the Bids Online database to download RFP specifications. Through outreach, 470 Long Beach vendors were notified to submit proposals, of which 16 downloaded and one submitted a proposal. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
 
This matter was reviewed by Deputy City Attorney Linda Vu on February 27,2014, and by Budget Management Officer Victoria Bell on February 28, 2014.
 
TIMING CONSIDERATIONS
City Council approval of this item is requested on March 18, 2014 in order to allow the timely execution of previously approved and budgeted capital improvement projects.
 
FISCAL IMPACT
The aggregate contract authority of $6,000,000 is for a three-year period, with an option for two consecutive one-year renewals. The contract authority is based on currently appropriated and anticipated projects. Any work not currently budgeted will only proceed at such time that appropriations have been approved by City Council. The number of jobs created by the recommended action is not available at this time, and will depend on the work assigned over the course of the contract.
