TITLE
Recommendation to authorize City Manager to execute all necessary documents with Global Green USA (Global Green) for professional technical assistance to conduct a Sustainable Neighborhood Assessment for the Historic Virginia Village/Market Street Neighborhood. (District 8)

In May 2010, the City of Long Beach conducted two walk audits with North Long Beach community stakeholders. This walk assessment resulted in the North Long Beach Walkability Plan that included complete street enhancement for Market Street with sidewalk widening, bicycle facilities, transit stop enhancements and sustainable design features to complement community revitalization. To provide support to communities around the country, the Environmental Protection Agency (EPA) released the Building Blocks for Sustainable Communities program (Program) in 2010. This Program provides targeted technical assistance to select local governments in order to strengthen local capacity to implement sustainable approaches for growth and development. EPA has provided grants to four nonprofit organizations with extensive expertise in sustainable communities, including Global Green, to provide direct technical assistance to communities.

The City of Long Beach and Global Green will work together in a collaborative partnership to advance the City of Long Beach's sustainability and resiliency goals through EPA's Program. The no-cost assistance provided is based on the LEED for Neighborhood Development standard, which will include a 3-day site assessment, meetings with stakeholders and City staff, review of existing plans, and final report of findings and recommendations.
