DISCUSSION
City Council approval is requested to authorize the City Manager to amend existing agreements with Quality Fence Company, Inc., and Harris Steel Fence Company, Inc., in order to accommodate the purchase and installation of new and repair/replacement of existing fence utilized by various City departments such as Airport, Fire, Financial Management, Harbor, Parks, Recreation and Marine, Public Works, and Water. Invitation to Bid No. PA-02413 was advertised in the Press-Telegram on April 4, 2013 for the purchase and installation of new and repair/replacement of existing fencing and was awarded to Quality Fence Company, Inc., and Harris Steel Fence Company, Inc. Agreements were made effective from June 15, 2013 to June 15, 2015, in an aggregate annual amount of $200,000.

The Departments of Public Works and Parks, Recreation and Marine have recently experienced increased usage in the number and amount of projects being done at the request of the City Council. In addition, it has been necessary for the Fire Department to install or upgrade fences surrounding fire stations to prevent theft. The Purchasing Division is requesting an increase in purchasing authority for departments whose original allocations were used to accommodate expenditures not contemplated in the original agreements. As such, additional spending authority is needed to increase the aggregate not to exceed amount to $400,000.

This matter was reviewed by Deputy City Attorney Amy R. Webber on January 28, 2014 and Budget Management Officer Victoria Bell on January 30, 2014.
