DISCUSSION
On September 14, 1990, the City Council approved an ordinance establishing the Mayor’s Fund for the Homeless (Mayor’s Fund). Since January of 1992, a solicitation envelope for the Mayor’s Fund has been included in the City’s utility bill each year and the Mayor’s Fund receives an average of $25,000 in contributions annually. The balance of the Mayor’s Fund, as of November 30, 2013 was $90,000.

The Homeless Services Advisory Committee (HSAC), at its regularly scheduled meeting on November 6, 2013, met to discuss an allocation of the Mayor’s Fund. Agency representatives were in attendance to present information related to the request. HSAC recommends that a portion of the Mayor’s Fund, in the amount of $15,000, be allocated to Mental Health America of Los Angeles (MHA) for the provision of homeless services, with the balance to remain in the Mayor’s Fund to accrue interest. The Long Beach Continuum of Care, the Multi-Service Center, Long Beach Police Department Quality of Life officers, the Downtown Long Beach Business Associates and MHA, all work together through street outreach engagement, to reduce chronic homelessness in the downtown Long Beach Business Improvement District. This funding will provide direct assistance for individuals to access services, shelter and permanent housing.
