TITLE
Recommendation to authorize City Manager to accept $30,000 in County of Los Angeles grant funding for the Bixby Park restoration project; execute any documents necessary for the implementation and administration of the project; and increase appropriations in the Capital Projects Fund (CP) in the Public Works Department (PW) by $30,000.  (District 2)
 
DISCUSSION
The County of Los Angeles has pledged financial assistance in the amount of $30,000 to the City of Long Beach to support restoration efforts at Bixby Park.  The funding is from the Los Angeles County Board of Supervisors' Social Program for Fiscal Year 2013-2014.  The proposed project satisfies the educational/recreational and social criteria of the program and will be used for work necessary to restore historical lights in Bixby Park that are part of the Parcel 1 restoration efforts.
 
This matter was reviewed by Deputy City Attorney Gary J. Anderson on December 13, 2013, and by Budget Management Officer Victoria Bell on December 18, 2013.
 
TIMING CONSIDERATIONS
City Council action is requested on January 7, 2014, in order to initiate the restoration project at Bixby Park in a timely manner.  
 
FISCAL IMPACT
As this grant funding is not currently budgeted, an appropriation increase is requested in the Capital Projects Fund (CP) in the Public Works Department (PW) in the amount of $30,000.  The grant does not require matching funds or in-kind services.  The recommended action will result in a positive impact on jobs in the construction industry, although the exact number is unknown at this time.
