TITLE

DISCUSSION
The electrical switchgear at Marina Vista Park located at 5355 E. Eliot Street (see attached vicinity map) is in need of replacement and has become a safety issue with incidents of arc flashing that has come from the dilapidated cabinet that contains the switchgear. This City-owned switchgear energizes the park and buildings along Marine Stadium. A new 4160V switchgear and 4160~120/240V transformer will be installed to replace the existing distribution equipment. Edison transformers are also located within the enclosure, but are not part of this improvement (separate gated area). The new construction will take place on the north side of the existing structure which will allow the existing structure to remain in place during construction. Once constructed, the power will be switched over, allowing for minimal disruption to park services and buildings along Marine Stadium. The existing switchgear will be removed and the west side of the fence will be shifted east, thereby returning this portion to useable park space. New landscaping will be added to enhance the area surrounding the enclosure.
 
This bid was advertised in the Press-Telegram on September 20, 2013, and 2,371 potential bidders specializing in construction were notified of the bid opportunity.  Of those bidders, 57 sets of bid documents were purchased or downloaded via our electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  A bid announcement was also included to several trade publications and plan rooms catering to these groups within the construction industry. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women-owned business groups.  Six bids were received on October 23, 2013.  Of those six bidders, none were Minority-owned Business Enterprises (MBEs), one was a Women-owned Business Enterprises (WBEs), none were Disadvantaged Business Enterprises (DBEs), three were certified Small Business Enterprises (SBEs), and none were Long Beach businesses (Local).  California Building Evaluation And Construction, Inc., of Buena Park, CA, was the lowest responsible bidder.
 
Local Business Outreach
 
In an effort to align with our outreach goal, Long Beach businesses were encouraged to submit bids for City contracts. The Purchasing Division assisted businesses with registering on the Bids Online database to download bid specifications. Through outreach, 235 Long Beach vendors were notified to submit bids, of which four downloaded and one submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
 
This matter was reviewed by Deputy City Attorney Linda Vu on November 12, 2013 and by Budget Management Officer Victoria Bell on November 19, 2013.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on December 3, 2013 to authorize commencement of this capital improvement project.
 
FISCAL IMPACT
A portion of the project costs were previously budgeted for pre-design, design and utility functions.  Additional Measure D appropriation is requested in the Tidelands Operations Fund (TF 401) in the City Manager Department (CM) in the amount of $407,000 to support the contract award for the project.  Approval of this recommendation will provide continued support to the local economy
