TITLE
Recommendation to adopt Plans and Specifications No. R-6926 for the construction of the Marina Vista Electrical Switchgear; award the contract to California Building Evaluation and Construction, Inc., of Buena Park, CA (WBE and SBE), in the amount of $323,630, and authorize a 20 percent contingency in the amount of $64,726 for a total contract amount not to exceed $388,356; authorize City Manager or designee to execute all documents necessary to enter into a contract, including any necessary amendments thereto; and increase appropriations in the Tidelands Operation Fund (TF 401) in the City Manager Department (CM) by $407,000. DISCUSSION
The electrical switchgear at Marina Vista Park located at 5355 E. Eliot Street (see attached vicinity map) is in need of replacement and has become a safety issue with incidents of arc flashing that has come from the dilapidated cabinet that contains the switchgear. This City-owned switchgear energizes the park and buildings along Marine Stadium. A new 4160V switchgear and 4160~120/240V transformer will be installed to replace the existing distribution equipment. Edison transformers are also located within the enclosure, but are not part of this improvement (separate gated area). The new construction will take place on the north side of the existing structure which will allow the existing structure to remain in place during construction. Once constructed, the power will be switched over, allowing for minimal disruption to park services and buildings along Marine Stadium. The existing switchgear will be removed and the west side of the fence will be shifted east, thereby returning this portion to useable park space. New landscaping will be added to enhance the area surrounding the enclosure.
