TITLE

DISCUSSION
The Department of Homeland Security (DHS) has approved the Long Beach Fire and Police Departments' grant proposals for the 2013 Port Security Grant Program (PSGP) for a total of $584,970 (pre-cost match).   The grant priorities focus on infrastructure protection and reflect the DHS overall investment strategy, in which two priorities have been paramount: risk-based funding and regional security cooperation.  PSGP funds support increased port-wide risk management; enhanced domain awareness, training and exercise, and further capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices (IED) and other non-conventional weapons.  This grant requires, and the Port of Long Beach has agreed to provide, the necessary cost match to reimburse the Fire and Police Departments 25 percent of their total expenses made under this program.
 
Approved projects for the Fire Department total $209,000 (of which $52,250 is from the Port cost match), and will be used to fund the purchase of night vision devices for nighttime on-water operations and Hazardous Materials and CBRNE (Chemical, Biological, Radiological, Nuclear, and Explosives) detection and telemetry equipment to be installed on the new fireboats. The Police Department's projects total $570,960 (of which $142,740 is from the Port cost match) and will be used to fund joint training and exercises with the Port's Security Division and Harbor Patrol.
 
This matter was reviewed by Deputy City Attorney Gary Anderson on November 11, 2013 and by Budget Management Officer Victoria Bell on November 14, 2013.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on December 3, 2013, to ensure the City can promptly begin to expend these grant funds.
 
FISCAL IMPACT
Federal grant revenues of $584,970 will offset 75 percent of the program expenses.  The PSGP Grant requires a 25 percent cost match of $194,990, which will be provided by the Port of Long Beach.
 
Future maintenance costs for the equipment acquired under this grant will be requested as project proposals in future PSPG grants.   If not funded in future grants, the costs would be an expense to the General Fund and other available funds.
 
As these funds are not budgeted, an appropriation increase in the amount of $779,960 is included in the recommendation and as noted below:
