DISCUSSION
The Metropolitan Transportation Authority (Metro) has issued a work order to the City for the purchase and installation of additional electronic signs on side street approaches to the Metro Blue Line. City Council approval is requested to authorize the purchase of 36 LED train warning signs and international "No Left / No U Turn" signs to be installed at various intersections along the Metro Blue Line route.

WSMD manufactures custom signs, including 83 of the City’s current Train warning signs and pedestrian countdown signs. It is the only company to manufacture parts compatible with the City’s current signs. In addition, the City can streamline inventory and repairs if Train warning signs are standardized. Finally, it is preferable for public safety reasons to standardize signs. Therefore, no useful purpose would be served by advertising for bids.

City Charter section 1801 requires that contracts for City purchases be awarded to the lowest bidder after a competitive bid process, but allows for awards without a competitive bid process when authorized by a resolution of the City Council.

Therefore, the Department of Public Works, Public Service Bureau, requests authorization to execute a direct purchase agreement with Wells Sign Manufacturing and Distributing, Inc., in the amount not to exceed $104,400, for the purchase of 36 LED Train warning Signs.
