TITLE
Recommendation to authorize City Manager to amend Agreement No. 31146 with Long Beach Public Library Foundation, through which the Foundation provides services and financial support to the Long Beach Public Library system, to extend the term for an additional five years. (District 2)

DISCUSSION
The Long Beach Public Library Foundation (Foundation) was created in 1996 as a non-profit corporation to acquire financial support to supplement, but not supplant, funding provided by the General Fund for the Department of Library Services (Library). When the Foundation was established, a vehicle to accept and invest grant and endowment funds was created to provide support and services for the Library.

Since 1996, the endowment funds have grown from bequests, grants and other private gifts from donors seeking to assist the Foundation in fulfilling its goals of supporting the Library. The Foundation funds the Family Learning Center program located in the libraries in Long Beach. The Foundation also provides literacy and education programming and material resources, such as technology as well as books, for the Library. In addition, the Foundation has applied for grant funding to support other special projects for the Library in coordination with the goals of Library management.

Agreement #31146 was approved by the City Council on December 9, 2008 which allowed the Foundation to raise funds for the Long Beach Public Library through grants and included an extension for a five-year period. Library is now exercising the five-year renewal option to extend the term through November 30, 2018. The proposed amendment would broaden the scope to allow the Foundation to take advantage of opportunities for non-monetary donations and resources, including gifts of materials and equipment.

This matter was reviewed by Deputy City Attorney Amy R. Webber on November 14, 2013 and Budget Management Officer Victoria Bell on November 18, 2013.
