DISCUSSION
On December 16, 2008, the City Council authorized the City Manager to execute an agreement with CH2M Hill, Inc., for engineering services associated with the DeForest Wetlands project. On October 4, 2011, the City Council authorized the City Manager to increase the contract amount by $190,753, for a total contract amount not to exceed $653,048.

The Third Amendment to Agreement No. 31137 to increase the contract amount by $449,823 is needed in order to provide engineering and construction support services for the construction phase of the DeForest Wetlands Project.

This matter was reviewed by Deputy City Attorney Gary J. Anderson on October 10, 2013, and by Budget Management Officer Victoria Bell on October 15, 2013.

TIMING CONSIDERATIONS
City Council action is requested on November 5, 2013, in order to continue with the DeForest Wetlands project and prevent any delays.

FISCAL IMPACT
Funding for the proposed contract increase of $449,823 is provided by grants from the Los Angeles and San Gabriel Rivers and Mountains Conservancy, the Los Angeles County Regional Park and Open Space District, and the California Resources Agency River Parkways Program. The grant funding for the DeForest Wetlands project, including the proposed contract increase, is budgeted in the Capital Projects Fund (CP) in the Public Works Department (PW). There is no impact to jobs associated with the recommended action.
