TITLE
Recommendation to hold a City Council Study Session about the 2014-2021 Housing Element at least one month before the City Council's vote on this item. The Study Session should include a presentation by City Staff, a Community Presentation and time for City Council questions and comments.
 
DISCUSSION
The Housing Element (HE) is an Element of the City's General Plan. The HE must be updated every 8 years and approved by the City Council and the State Department of Housing and Community Development (HCD). Long Beach is currently in the process of updating its HE for the 2014-2021 HE cycle. The HE is a complex and important document, which warrants thorough review and consideration by the City Council. The HE must be approved by the City Council on or before February 15, 2014. Community participation and public hearings are critical components in the adoption process. The Draft HE was released on June 17, 2013.
 
The Long Beach Planning Commission has held two Study Sessions this year about the 2014-2021 HE. These Study Sessions were held on March 7,2013 and June 20,2013. These Study Sessions were held in anticipation of the Planning Commission's upcoming vote on the Draft HE. The City Council would like to ensure that it is also given a Study Session about the HE, at least one month before its vote on the HE.
