TITLE
Recommendation to approve the use of the Sixth Council District's FY 12 Office Budget Surplus Funds for the 2014 Annual Dr. Martin Luther King, Jr. Peace and Unity Celebration; increase FY 14 appropriations in the General Fund (GP) in the Parks, Recreation and Marine Department (PR) by $11,184; and increase FY 14 appropriations in the General Services Fund (IS 385) in the Department of Technology Services (TS) by $11,184 for the transfer of funds.

DISCUSSION
In 2012, the Sixth Council District Office Budget ended the Fiscal Year with a surplus of $11,184. On February 19, 2013, the City Council approved the transfer of those funds to the Technology Services Department for Sixth Council District reprographics needs in FY 13. The Sixth Council District has determined that the anticipated reprographics use would not be needed, and is requesting approval to reallocate these funds to the Parks, Recreation and Marine Department to be used only to cover unbudgeted expenses related to the Annual Dr. Martin Luther King, Jr. Peace and Unity Celebration scheduled for January 2014, which is enjoyed by members of the community citywide.

FISCAL IMPACT
This transaction increases appropriations in the General Fund (GP) in the Parks, Recreation and Marine Department (PR) by $11,184 (to allow the money to be spent), and increases appropriations in the General Services Fund (IS 385) in the Department of Technology Services (TS) by $11,184 to allow for the transfer of funds to the General Fund so they can be spent only for the indicated purpose. The money will come from the General Services Fund fund balance that originated as a result of unspent FY 13 appropriation for Sixth Council District reprographics. Any funds not used for this purpose by the end of FY 14 will lapse to fund balance and will not be available after FY 14.
