TITLE

DISCUSSION
City Council approval is requested to enter into an agreement with AndersonPenna Partners, Inc. for project management services for the Belmont Plaza Pool Facility Rebuild/Revitalization Project.  The Belmont Plaza Pool is a valuable asset and icon for the City and has a rich history of providing a wide variety of competitive swimming events and recreational activities for residents of all ages and abilities.  
 
On January 13, 2013, the Belmont Pool was deemed seismically unsafe in the event of a moderate earthquake, and was closed permanently to protect the safety of the public.  On February 12, 2013, the City Council authorized the City Manager to proceed with the entitlement phase of the proposed Long-Term Belmont Pool Revitalization Project (the Project).  The Project Management team will support the City, represent its interests, and lead the everyday efforts in the planning and entitlement of the Project; assist in regulatory permitting of the Belmont Plaza Pool; ensure all necessary and procedural California Environmental Quality Act (CEQA) requirements are met; lead and execute the procurement of the architectural and engineering design team and oversee the design process.  Project management will be required throughout the Project's construction phase while engaging in meetings, community outreach and related activities during all phases of the Project.  
 
The Public Works Department, in conjunction with the Purchasing Division, issued a Request for Proposals (RFP) for Project Management Services for the Belmont Plaza Pool Facility Rebuild/Revitalization Project on June 28, 2013.  The RFP was advertised in the Press-Telegram on July 3, 2013, and 3,766 potential bidders specializing in project management were notified of the RFP opportunity.  Of those proposers, 129 downloaded the RFP via our electronic bid system.  The RFP document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women-owned business groups.  On July 25, 2013, 11 proposals were received. Of those 11 proposers, none were Minority-owned Business Enterprises (MBEs), three were Women-owned Business Enterprises (WBEs), six were certified Small Business Enterprises (SBEs), and four were Long Beach businesses (Local).  After an extensive review and analysis of each proposal based upon criteria set forth in the RFP document, AndersonPenna Partners, Inc., of Newport Beach, CA (WBE and VSBE), was determined to have submitted the most qualified and responsive proposal.
 
Local Business Outreach
 
In an effort to align with our outreach goal, Long Beach businesses were encouraged to submit bids for City contracts.  The Purchasing Division also assisted businesses with registering on Bids Online database to download the bid specifications.  Through outreach, 426 Long Beach vendors were notified to submit bids, of which 18 downloaded and four submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
 
This matter was reviewed by Deputy City Attorney Linda Vu on September 19, 2013 and by Budget Management Officer Victoria Bell on September 20, 2013.
 
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. RFP PW13-051 and award a contract concurrently is requested on October 1, 2013 in order to meet project schedules and timelines.
 
FISCAL IMPACT
Sufficient appropriations to support the contract are budgeted in the City Manager Department (CM) in the Tidelands Operations Fund (TF 401). Approval of this recommendation will provide continued support to our local economy.
