TITLE
Recommendation to authorize City Manager to execute all documents necessary to amend Contract No. 31571 with the County of Los Angeles, through the Los Angeles County Sheriff's Department (LASD), extending the contract to provide jail food services for the term expiring on June 30, 2018, in an annual amount not to exceed $350,000.  (District 2)
 
DISCUSSION
On January 5, 2010, the City Council approved the current contract with the County of Los Angeles, to provide jail food services, in an annual amount not to exceed $350,000 for an initial term of two years with the option to renew for up to three additional one-year periods. The City of Long Beach and the County of Los Angeles subsequently entered into Contract No. 31571 on January 6, 2010.
 
On June 12, 2013, the Los Angeles County Sheriff's Department (LASD) requested an amendment to the Food Services Agreement between the County of Los Angeles and the City of Long Beach extending the contract to June 30, 2018, to provide pre-packaged meals for use in the City's jail facility. City Council approval is requested to authorize the City Manager to execute the amendment to the contract.
 
LASD currently provides the food services for individuals booked at the City's jail facility.  The scope of services in the contract includes providing and delivering pre-packaged prepared meals for use in the City jail facility in accordance with the minimum nutritional, caloric, food preparation and quality requirements mandated by the State of California.
 
The Long Beach Police Department and the Purchasing Division are recommending the LASD for jail food services based on factors including: cooperation with common practices and procedures amongst law enforcement agencies, proximity and availability to the food services at the Los Angeles County Courthouse, which are provided by LASD, in emergency situations, unique variety in menu selections and extensive experience in providing food services to inmates.  
 
 
This matter was reviewed by Deputy City Attorney Amy R. Webber on September 9, 2013 and by Budget Management Officer Victoria Bell on September 16, 2013.
 
TIMING CONSIDERATIONS
City Council action to amend Contract No. 31571 is requested on October 1, 2013 to ensure continuity of food services at the City jail facility.
 
FISCAL IMPACT
The amended cost of this contract, in the annual amount not to exceed $350,000, is budgeted in the General Fund (GP) in the Police Department (PD).  There is no local job impact associated with this recommendation.
