TITLE
Recommendation to authorize City Manager to execute all documents necessary to amend Contract No. 32411 with Don Miller & Sons Plumbing Supply, of Signal Hill, CA (WBE and SBE), for furnishing and delivering as-needed plumbing supplies, in an additional amount of $166,000, for a revised total annual amount not to exceed $786,000, for the period ending December 11, 2013, and the subsequent renewal period.  (Citywide)

DISCUSSION
City Council approval is being requested to authorize the City Manager to execute an amendment to the contract with Don Miller & Sons Plumbing Supply, increasing the annual amount by $166,000. The contract with Don Miller & Sons Plumbing Supply is used for as-needed plumbing supplies, such as, but not limited to, piping, adapters, toilets, couplings, faucets, various fittings and tubing supplies that are necessary for the repair, replacement and maintenance of various City facilities. User Departments include Airport, Fire, Gas and Oil, Harbor, Library, Parks, Recreation and Marine, Public Works, and Water. The current contract expires in December 2013.

On December 6, 2011, City Council awarded a contract to Don Miller & Sons Plumbing Supply for as-needed plumbing supplies in an annual amount not to exceed $620,000.  At the time, annual requirements were forecasted by various City department users based on historical information.  Annual spending has subsequently increased due to unanticipated Citywide plumbing repairs and projects such as, CIP projects for the Department of Gas and Oil and infrastructure upgrades by the Department of Parks, Recreation and Marine. The remaining contract amount for the period ending December 11, 2013 is not sufficient to last until the end of this term; therefore, a higher contract amount is requested for the remainder of this term and the subsequent renewal period.

This matter was reviewed by Deputy City Attorney Amy R. Webber on August 19, 2013 and by Budget Management Officer Victoria Bell on August 22, 2013.

TIMING CONSIDERATIONS
City Council action to amend Contract No. 32411 is requested on September 17, 2013 to ensure additional funds are added expeditiously.

FISCAL IMPACT
The total cost of the contract is budgeted in various funds of various City departments.  The continuation of this contract will provide continued support to our local economy by assisting in the preservation of six full-time employees residing in Long Beach with employment.
