TITLE
Recommendation to authorize City Manager to execute all documents necessary to amend Contract No. 32212 with General Security, Inc., of Wilmington, CA (not an MBE, WBE, SBE or Local), adding funds in an amount not to exceed $269,762 and extending the contract for security guard services to July 15, 2014.  (Citywide)
 
DISCUSSION
City Council approval is being requested to authorize the City Manager to execute an amendment to the contract with General Security, Inc., extending the term to July 15, 2014. The contract with General Security, Inc., is used to provide security guard services for various City facilities.  The contracted sites include buildings operated by the Departments of Health and Human Services-various facilities, including the Housing Authority; Human Resources-various facilities, including the Career Transition Center; Library Services-various branch libraries; and various Parks, Recreation and Marine locations.  The primary role of the security guard is to ensure the safety and security of the property, buildings and any employees or visitors.  The City has utilized contract security guard services for over eight years at these same locations.  They also provide additional services which include, monitoring parking areas, responding to staff calls for assistance, and initiating calls to the Police or Fire Departments as needed and completing incident reports.  In addition, the Department of Parks, Recreation and Marine utilizes General Security, Inc., to provide security for various events on an as-needed basis.
 
On June 21, 2011, a contract was awarded to General Security, Inc., with an expiration date of July 15, 2013.    General Security, Inc., is currently providing security guard services under an interim blanket purchase order for the term July 16, 2013 to October 15, 2013.  This proposed amendment will provide the Purchasing staff adequate time to begin the procurement process and ensure the appropriate bid specifications are in place.  To ensure that there is no interruption of services prior to the award of a new contract, it is requested that the current contract be extended until July 15, 2014.  
This matter was reviewed by Deputy City Attorney Amy R. Webber on August 19, 2013 and by Budget Management Officer Victoria Bell on August 13, 2013.
 
TIMING CONSIDERATIONS
City Council action to amend Contract No. 32212 is requested on September 17, 2013 to ensure additional funds are added expeditiously and to maintain continuity of services.
 
FISCAL IMPACT
The additional not to exceed amount of $269,762 is budgeted in various funds of various City departments. The continuation of this contract will provide continued support to our local economy by assisting in the preservation of ten full-time employees and four part-time employees residing in Long Beach with employment.
