DISCUSSION
The Chittick Field project is located in the central part of the City of Long Beach on a site known as the Hamilton Bowl/Chittick Field. The Hamilton Bowl/Chittick Field site, which operates as the Hamilton Bowl Detention Basin, is currently owned and operated by the Los Angeles County Department of Public Works Flood Control District. The Hamilton Bowl/Chittick Field site consists of approximately 19 acres of undeveloped parcels of land used as a flood control detention basin and as a National Pollution Discharge Elimination System (NPDES) compliance site for the City of Long Beach and the City of Signal Hill. The Project Site is also used as a general recreational area for seasonal sports and picnicking by residents of the surrounding community pursuant to a lease agreement with the County of Los Angeles. The roughly 19-acre loosely trapezoid-shaped land parcel is bounded by East 20th Street and the City of Signal Hill to the north, a 12-foot wide alley between Rose Avenue and Gardenia Avenue to the east, commercial parcels fronting on East Pacific Coast Highway to the south, and Walnut Avenue to the west.
 
On March 19, 2013 the City Council adopted plans and specifications No. R-6952 and authorized the City Manager to execute a contract for construction of improvements to Chittick Field with C.S. Legacy Construction, Inc., in the amount of $6,178,299. At this time, City Council authorization is requested to increase the contract with C.S. Legacy Construction, Inc., by $719,727 for a revised not-to-exceed contract total of $6,898,026. The additional contract authority is needed for the installation of Musco track and field lighting. The installation of sports lighting will allow for the sports fields currently being constructed to be used in the evening. The field lighting was not included in the original contract award due to budget limitations, however, one-time funding has since been identified and is proposed for use in FY 14 so that the project can be brought back to its original scope.
 
This matter was reviewed by Deputy City Attorney Linda Vu on August 2, 2013 and by Budget Management Officer Victoria Bell on July 31 , 2013.
 
CEQA ANALYSIS
 
The additional work will not change the approved Addendum to the Environmental Impact Report (EIR) approved on August 16, 2012.
 
SUSTAINABLITY DISCUSSION
 
This project at Chittick Field site will result in both updates to the recreation elements and improvements as a flood control detention basin by meeting higher National Pollution Discharge Elimination System (NPDES) requirements and Best Management Practices (BMPs). As part of the original construction plans, Bioretention Filtration Planters will be located at all the outfalls into the site and the updated system will include current trash and bacteria reduction regulations. Throughout construction and the operation of Chittick Field, mitigation measures will be followed insuring that reduced impacts associated with compliance with the NPDES are realized, including impacts to on-site drainage, noise, transportation and traffic, utilities and service systems.
 
TIMING CONSIDERATIONS
City Council action on this matter is required on August 13, 2013, in order for the installation of the track and field lighting to take place before October 15, 2013, the beginning of LA County's construction moratorium period for a Flood Control facility.
 
FISCAL IMPACT
The requested contract increase of $719,727 will result in a not-to-exceed contract total of $6,898,026. The increase is funded by one-time resources included in the Proposed FY 14 Budget. Approval of the recommended action authorizes the early appropriation in FY 13, if necessary, of up to $719,727 for the contract increase. The authorization of an FY 13 appropriation allows timely completion of the Chittick Field project. Approval of the recommended action will provide continued support to the local economy through construction employment.
