TITLE

DISCUSSION
A Bluff Erosion and Enhancement Master Plan (Master Plan) was developed for the bluff areas from 1st Place through 36th Place through a community input process and completed in 2000. The Master Plan identified a 4,000 linear-foot bluff area adjacent to Ocean Boulevard (from 20th to 36th Place) that requires significant erosion control improvements. Due to funding constraints, the project was divided into two phases. Construction of the Phase 1 Project was completed in 2012, which stabilized the area between Redondo Avenue and 36th Place using soil-nailing technology. The Base Bid plus Additive Items AA, CC, DD, and HH of the current Project (Phase 2) have been selected. This Phase consists primarily of stabilizing the bluffs spanning from 20th Place to Redondo Avenue with similar soil-nailing technology, but also includes additional landscaping, including planter pockets. A new irrigation system, sidewalk repairs, and new hand rails, similar to the existing ones, will also be installed.

The City Council’s adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently in order to expedite the project. The project was advertised for bids on April 30, 2013, and bids were opened on May 22, 2013.
