TITLE
Recommendation to declare ordinance amending the Long Beach Municipal Code by amending Section 10.64.010 relating to traffic direction, read and adopted as read. (Citywide)
DISCUSSION
The California Vehicle Code, Section 21100(e), provides that local authorities can adopt rules or regulations by ordinance or resolution regarding regulating traffic by means of persons given temporary or permanent appointment for that duty. Current City of Long Beach volunteers who are classified as Disaster Services Workers, such as the Search & Rescue Unit, the Senior Police Partners, the Health Department’s Medical Reserve Corps, and Community Emergency Response Team (CERT) members, provide a pool of candidates who would be an additional benefit to the City if they received appointment for traffic control duties.
The attached amendment to the Long Beach Municipal Code incorporates changes to those persons who may lawfully direct traffic. Specifically, this amendment to the Long Beach Municipal Code will allow registered Disaster Service Workers, who complete a training program as approved by the Chief of Police, to direct traffic within the City of Long Beach as allowed by California Vehicle Code section 21100(e). These volunteers would be able to provide traffic control at locations where traffic control devices are disabled or inoperable, at the scene of accidents or disasters, and at locations that require direction for the orderly flow of traffic.
This matter was reviewed by City Attorney Gary Anderson on June 14, 2013 and by Budget Management Officer Victoria Bell on June 17, 2013.
