TITLE

DISCUSSION
City Council approval is requested to enter into an annual contract with Zonar Systems, Inc. (Zonar), to provide internet-based GPS monitoring services and hardware.

Zonar currently provides the monitoring services for 401 City vehicles assigned to Bureaus of various City Departments: Public Works, Financial Management, Gas and Oil, and Development Services. The Fleet Services Bureau plans to expand the installation to include an additional 251 units in Fiscal Year 2014 (FY 14), with complete City fleet coverage by the end of FY 15. GPS tracking is effective for efficient route/trip planning; vehicle location tracking; compiling vehicle pre- and post-trip inspection records; vehicle idle policy enforcement and monitoring; and, vehicle utilization studies.

The City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process, but allows for awards without a competitive bid process when authorized by a Resolution of the City Council.

Zonar is the sole supplier for the existing GPS monitoring systems, and research has shown that other systems will not interface with the current units. Therefore, no useful purpose would be served by advertising for bids and to do so would be deemed as an unnecessary expenditure of public funds and staff time.
