TITLE
Recommendation to adopt Plans and Specifications No. R-6947 for the Construction of Airfield Signage Replacement, Phase II at the Long Beach Airport, award the project to and authorize City Manager to execute a contract with Rural Electric, Inc., in an estimated amount of $125,932, plus a 25 percent contingency amount of $31,483, if necessary, for a total contract amount of $157,415, and any necessary amendments thereto. DISCUSSION
The existing airfield signage system at the Long Beach Airport consists of over 260 lighted signs that provide directional guidance to pilots. Approximately 112 signs are faded and their replacement is necessary to improve and maintain safety on the airfield. This project primarily consists of the replacement of these sign panels with new panels that meet Federal Aviation Administration (FAA) standards. Additionally, the project includes furnishing and installing approximately three new signs, in accordance with the approved FAA Signs and Marking Plan. The project will also include the furnishing of bird spikes and miscellaneous electrical sign equipment.
City Council adoption of the plans and specifications and award of the contract are being recommended concurrently, to expedite implementation of this project. The project was advertised for bid April 17, 2013, and bids were opened May 22, 2013. In addition to placing an advertisement for bids in the Long Beach Press Telegram, notice of the bid was posted on the City’s website at www.longbeach.gov. In a continuing effort to increase participation of local businesses and Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), Women Owned Businesses (WBEs), and Disadvantaged Business Enterprises (DBEs), bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry.
