Recommendation to adopt Specification No. RFP GO-13-031 and award a contract to Utiliworks Consulting, LLC, of Baton Rouge, LA, for technical consulting services related to the evaluation, design, and potential procurement and implementation of an Automated Meter Reading (AMR) System for the Department of Long Beach Gas and Oil for an amount not to exceed $245,370. DISCUSSION
City Council approval is requested to enter into a contract with Utiliworks Consulting, LLC, (Utiliworks) for consulting services related to the evaluation, design, and potential procurement and implementation of an Automated Meter Reading (AMR) System. Over the past several months, Long Beach Gas and Oil (LBGO) staff has conducted comprehensive feasibility analyses for replacing the existing manually-read metering systems for gas customers of LBGO. The review focused on deployment of an Automated Meter Reading (AMR) System and the associated costs. AMR Systems are rapidly becoming the national industry standard for electric, gas, and water utilities. Currently, all major gas and electric utilities statewide, including Southern California Edison, Southern California Gas Company, San Diego Gas and Electric, Pacific Gas and Electric, and numerous municipal utilities, such as the Los Angeles Department of Water and Power, have already replaced, or are in the process of replacing, their manually-read meters with AMR Systems. The primary reasons driving this change are improved metering efficiency, improved customer information, and reduced operational costs.
As the first formal step in determining the feasibility of deploying AMR in Long Beach, LBGO released, in February 2013, a Request For Proposal (RFP) for AMR Consulting Services.
