TITLE
Recommendation to authorize City Manager to execute all documents with the City of Inglewood on behalf of the South Bay Workforce Investment Board, for Pacific Gateway to operate a subsidized employment program for families in the California Work Opportunity and Responsibility to Kids program; and execute any needed subsequent amendments.  (Citywide)
 
DISCUSSION
The County's Department of Public Social Services (DPSS) operates a Transitional Subsidized Employment (TSE) program for families receiving public assistance through the statewide California Work Opportunity and Responsibility to Kids (CalWORKs) program. CalWORKs provides cash aid, employment services, and other benefits to needy families. The TSE program has been deployed to provide up to one year of work experience and training to CalWORKs adult residents with limited or no work history, the goal of which is to place them in unsubsidized jobs after training completion.  DPSS has contracted with the South Bay Workforce Investment Board (SBWIB) to serve as a TSE program coordinator and facilitator in Los Angeles County with the CalWORKs single allocation funds.    
 
On April 17, 2012, the Long Beach City Council approved execution of all documents with SBWIB, on behalf of the City of Hawthorne, for Pacific Gateway to operate a TSE program. Under this program, Pacific Gateway works with existing families in the CalWORKs program and provides those trainees with an assessment and review of skills development to-date, creates an updated training and development plan, develops worksites, places residents into subsidized work experience, and assists with post-training job placement. SBWIB directly pays the costs of the subsidized payroll expenses, benefits, and worker compensation policies, and reimburses Pacific Gateway for its staffing costs associated with assessment, case management, monitoring, job development, and placement.  
 
In April of this year, SBWIB notified Pacific Gateway that it has recently transferred its administrative authority from the City of Hawthorne to the City of Inglewood. The transfer necessitates the execution of new agreements between SBWIB and all its subcontractors, including the City of Long Beach. There will be no change to the agreements as a result of this transfer.
 
This letter was reviewed by Deputy City Attorney Gary J. Anderson on May 14, 2013 and by Budget Management Officer Victoria Bell on May 15, 2013.
 
TIMING CONSIDERATIONS
City Council action is requested on June 4, 2013, in order to facilitate processing of required documents.
 
FISCAL IMPACT
Sufficient Workforce Investment Act funding is currently budgeted in the Community Development Grants Fund (SR 150) in the Human Resources Department (HR).  There is no impact to the General Fund.  Approval of this recommendation will result in job training, skills enhancement, and employment opportunities for 120 residents.
