TITLE
Recommendation to authorize City Manager to execute all documents with the City of Los Angeles to receive $293,000 in Workforce Investment Act/National Emergency Grant (NEG) funds to operate a Multi-Sector Re-Training and Re-Employment program, and execute any subsequent amendments as necessary. (Citywide)
DISCUSSION
Pacific Gateway administers job training programs and business services delivered by the Career Transition Center, Harbor WorkSource Center, Torrance Career Center, and selected community-based organizations to assist local residents in acquiring skills leading to employment in high demand occupations by local employers.
Local job opportunities in demand occupations are largely addressed through industry sector strategies that link business needs, local workforce skills gaps, and training strategies. Our local Workforce Investment Board (WIB) continues its priority focus on jobs strategies in nine key sectors.
In February 2013, Pacific Gateway submitted a grant request to the City of Los Angeles WIB to be included in the California Multi-Sector National Emergency Grant (NEG) to receive funds available through the U. S. Department of Labor. The request sought funds to support the training of approximately 50 individuals impacted by business closures and downsizing included on the California Multi-Sector Workforce Partnership Layoff list. Pacific Gateway was recently notified that this request was recommended for funding.
As required under the NEG terms, funding received to serve these participants will be dedicated to allowable Workforce Investment Act training services, including Individual Training Accounts, On-the-Job Training, and Customized Training in the region's most robust sectors of Healthcare, Logistics, Professional Services, Manufacturing, and Construction.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on March 19, 2013 and by Budget Management Officer Victoria Bell on March 26, 2013.
TIMING CONSIDERATIONS
City Council action is requested on April 16, 2013, in order to facilitate processing of required documents.
FISCAL IMPACT
Sufficient appropriation is budgeted in the Community Development Grant Fund (SR 150) in the Department of Human Resources (HR). The grant does not require matching funds, and there is no impact to the General Fund. Approval of this recommendation will result in a positive local job impact.
